Manageral structure proposal for the agricultural crises management unit

Abstract: The study aims to identify the opinions of the respondents toward establishing a unit for managing agricultural crises belongs to the Central Administration for Agricultural Extension (CAAE), the efforts to compose a team for the unit, tasks needed, and its requirements.
Data were collected from respondents who represent: all the management directors of the (CAAE), agricultural deputy of agricultural extension and all management directors of the agricultural moderates in the thirteen governorates of the study which are Alexandria, Elbeheira, Kafer Elsheik, Esmalia, Sharkya, Gharbia, Monona, Kaluibia, Giza, Fayoum, Beniswief, Menia and Sohag Data were collected during January March 2003. Frequancy, percentages were used to present the data.
The study revealed theses results:
1.More than 69% of the respondents expressed the necessity of establishing the unit Different management levels high, medium and executive have to be represented in this unit as well as external consultants and crises affected organizations (ranging between 7% to 89%).
2.About 94% of the respondents mentioned that was no learn formulated before to manage any previous crises and they showed that if this team will formulate in the future, it should be consisted of the director of the (CAAE), the directors of the moderate, representatives of the technical and financial directors, extension supervisors, general management and financial directors as well as the subject mater specialists, (ranging between 20% - 60%).
3.Representative from the high management level must supervise the crises management team (86%).
There was five tasks among the nineteen studied can be done with high degree by the (CAAE) which were: establish relations with governmental and concerned organizations responsible people, distributing roles among the team, planning to deal with the crises in suitable times, to recounts activities reviewing the previous crises to benefit from the results and tracking the organizational orders.
5. The requirement for the (CAAE) to manage crises can be presented in the following offer the needed materials and finances discussions the problems might be lead to crises at the different organizational levels, the ability for dealing with crises, stability, changing the training areas, activities and applied techniques for controlling the crises, following up the extension programs activities, as well as information and communications systems and the practiced procedures for financing.
The study suggested an organizational structure for the crises management unit.
