The role of the chairmen of agricultural extension sections in the in-service training of local extension agents in Egypt

Abstract: The main objectives of the study can be summarized as the following:
First: to identify characteristics of the Chairmen of agricultural extension Sections working in different Egyptian agricultural administrative units. The main studied characteristics were: age, education, major, number of years working in agricultural job, number of years working in agricultural extension work, number of years working in supervisory job, supervisory limit, obtained training in agricultural extension, obtained technical training in agriculture, leadership behavior, attitudes toward agricultural extension agents, job satisfaction, performance motivation, innovativeness and attitudes towards training: Second: to identify information sources of the studied the Chairmen of agricultural extension Sections related to supervisory job. Third: to identify training role of the studied the Chairmen of agricultural extension Sections directed toward agricultural extension agents. Those main objectives encompassed the following affiliated objectives:(1) to identify the extent of the respondents' fulfillment to training roles related to regular routine training aspects. This objective compromised two objectives: (a) to identify roles played by the study participants related to routine regular preparation and planning, and (b) to identify the extent of the respondents' fulfillment to conduct of routine regular training as trainers, (2)to identify the extent of the respondents' fulfillment to different activities related to on ¬job-training; Fourth: to identify the respondents' views in availability of some obstacles during actual on job -.training of agricultural extension agents including: tremendous number of required work to be implemented by agricultural extension department heads, heavy job pressures, tremendous visits conducted by researchers and highly supervisory officials, long distances between employers and their bosses, increasing extent of supervision, unavailability of enough time to perform job duties, and long time paid by the agents to perform the job; Fifth: to identify the study participants' views concerning impact of some obstacles in Impeding the designed training in the field. Those obstacles included: Less work heads' to benefits Of training, weakness of available resources assigned to implement the training activities in the field. weakness of incentives provided to trainees, increasing theoretical lectures at the expense of applied field training aspects, training weakness of trainers concerning field application to the training doses, slow' exposure to different applied situations, less concern regarding eradicating available training obstacles, less training monitor, weakness of trainees' concern, weak evaluation to trainees after their original back to their original job sites from training sessions, and weak construction of training programs based upon irrelevant and not actual trainees' needs and resources. The Study Findings: Main findings of the study can be summarized The as the following: Training role of the study participants directed toward agricultural extension agents. The study findings indicated that arithmetic mean for score of the Chairmen of agricultural "extension Sections in playing their role in training agricultural extension agents was 209.9, with a ,,standard deviation of 26.6. The range of the score obtained by the respondents ranged 101-258. It was also found that 92 respondents (about 52%) were of high score in conducting their training role, while the rest (about 48%) were of low performance in conducting the training role directed toward agricultural extension agents. In relation with those activities that compromise general training role represented in regular routine training and on-job-training, the obtained study findings showed that about 93% of the respondents were involved in regular routine activities including those related to planning of regular routine training and its carrying out, as trainers. The study finding also pointed out that about 52% of those participants involved in regular routine training had low performance in relation with those training activities that compose regular training, while the rest (about 48%) were of high performance. For those activities of preparation, planning, and implementing regular routine training, the obtained study findings showed that 91% of the study participants took parts in those activities of preparing and planning where about 44%. of them were of low performance, while the rest (about 56%) had high performance.
Concerning implementation of regular routine planning, the obtained study findings showed that about 51% of the study participants took parts in training implementation as trainers, while the rest (about 49%) were not involved. It was also found that about 57% of the study participants involved in regular routine training implementation had high performance, while the rest (about 43%) showed low performance. Regarding the on-job-training, the study findings, indicated that about 42% of the respondents had low performance, while the rest (about 58%) had high performance to different activities related to the on-job-training.
