Abstract: Women play an important role in rural areas of Arab region In addition to their responsibilities in the care and welfare of The family, women have a
great contribution in the agricultural and other economic activities and services. However there are many problems related to the activities of women in agricultural production such as access to land, credit and inputs. Moreover the non-agricultural economic activities of women have many limitations and handicaps to be removed.
In recognition of this fact many international and Regional Organizations are giving greater attention to the role of women in rural development and are implementing several projects and programmes to promote that role. This study is a contribution of Arab Organization for Agricultural Development (AOAD) towards the support of those efforts and consists of a project document to promote the role of rural women in agricultural development.
The project document is composed of two main parts. Part one offers background information on the situation of women in Arab region while part two is devoted to proposals of national developmental income generating projects with rural women as their targets. Part One :
This part provides a brief account on the status of rural women. It consists of seven sections. Section one briefly overviews the estimated role of rural women in development.
Section two highlights some socio-economic indicators such as the contribution of women in the labour force and the rate of poverty among rural women. The role of rural women in agricultural and other non-agricultural economic activities is touched upon in section three. Section four notes some of the problems and empidements to the role of women in development. Current international directives in activating women's contribution in economic development are highlighted in section five. It is shown that the main emphasis of these efforts is gender analysis. Section six points out the requirements for promoting and activating the role of rural women. Finally section seven considers the future role of Arab Organization for Agricultural Development and other International and National organizations in promoting the contribution of rural women in development.
Part Two :
This part of the document consists of proposals of three projects. The objectives of these projects are to promote the involvement of rural women in the development efforts in addition to generating extra income to rural households. The projects are seen as being appropraite for the nature and
capabilities of rural women and are suggested according to the; types and availability of local raw material. The projects are also characterized by their moderate technical and budgetary requirements.
The project documents may be summarized as follows :
1- Regional project for the Development of silk-worm culture:
The project is proposed to cover five Arab countries namely Egypt, Tunisia, Morroco and Syria. It aims at promoting the production of silk which is used extensively in Arab countries and most of which is imported from other regions. The project is also meant to make optimal utilization of available water.
and land resources since berry trees do not require special treatment and could be grown in marginal land surrounding agricultural areas. Another important input of the project will be the upgrading of the skills of rural women in handling and breeding silk-worm.
The project consists of technical components at the national and regional levels as follows :
- At the national level four activities are to take place. First nurseries of berry trees will be developed to provide supplies of berry trees to rural women. At the same time an extension campaign will be carried out in the targeted villages to train women in the different aspects of silk worm ulture. The national project will also be responsible for marketing of the product.
- A regional committee will be responsible for monitoring the national projects, coordinating between the production centers in the five countries, discussing and approving the budget and finally making suggestions about means and ways of expanding the project to cover other Arab countries.
The project is to be implemented during four years with a total budget of 2.178 miltion US dollars, of which 1.97 million are to be covered by the project's allocations and the equivalent of 200 thousand USD In kind to be covered by targeted countries.
2- Regional Project for Epiculture:
This project is to be implemented in Palestine, Lebanon, Lybia , Algeria and Tunisia. It is motivated by the increasing demand for honey in Arab countries which import about thirteen million (USD) worth of honey. One of the causes of shortages in the supply of honey is envisaged to be the traditional methods of bee keeping adopted in these countries and which are characterized by low productivity. The project therefore focuses on the development of rural epiculture through the adoption of new technologies and breeding of improved species of bees. Bee keeping is proposed to be integrated with other gricultural activities at the level of rural families.
The technical components of this project are distributed between national and regional activities in the following manner:
- At the national level projects are to be implemented in densely cultivated ecological parts especially in citrus fruit production areas. In each country 10 production units will be provided for 300 households giving a total capacity of 15000 units for the five countries.
- At the regional level, the project is to be managed by an expert in epiculture who will be responsible for providing.
information to beneficiaries regarding the production of honey , marketing the product and preparing reports on the. , progress of the project to the regional coordinating unit.
The estimated, budget of the project is 1.637 million US dollars of which 1.231 million, is assumed:-- to be. covered by rural-households and 406 thousand by donnations.
3- Regional Project for Mashroom production:
The project involves four Arab countries which are Egypt, Palestine, lybanon and morocco It focuses on promoting the Production of mushroom at the farm level. A number of reasons have prompted the choice of tnis project. Mashroom has a high nutrient content, the technology used in its production is simple, economies of scale could easily be adopted in its production and the budgetary requirements of project are minimal.
The technical components of the project are the following:
- The national projects are to be implemented in the regions where markets, are available ,such as turism areas. Each national project will be composed of 500 households –with an average of 10 producing units for each households with total of 5000 producing units at the-regional level.
- The national projects will be managed by an, expert in the field of mushroom production and who will be responsible- for providing technical advice to rural households- marketing the product and, in suggesting future plans and:
activities.
- At the regional level a coordinating unit will be responsible for monitoring the project.
The proposed budget of the project is 495 thousand US dollars, with rural households contributing about 200 thousand dollars and donors 295 thousand dollars.
