Centralization / decentralization in context of the expected organizational change for the agricultural extension organization in Egypt: prospects from the central administrators and the local and regional extension officers point of views in some Egyptian governorates

Abstract: This Research aimed at Exploring views of both the central Administrators in Extension organization and the local and regional officers about Decentralization as A structure dimension needed in the organization change procedures in the Extension Organization.
Data were collected from a population of the central Administrators amounted(20) and another population of the local and regional officers in sex governorates: Monefia, Gharbia, Dagahlyia, Kafr El-Sheikh, Beheiura and Sharlaa.
This population constituted from all the directors and general directors and departments chiefs. They amounted (150) A questionnaire with interviews was the tools for Collecting data. Percentages and frequencies were used for presenting data; Main results revealed that decentralization is an essential side in the expected Ext. organizational change or reform. The favorable types of decentralization were devaluation and delegation but for the local and regional level the type is shifting authorities and independence in some tasks, there were the agreement of the local and regional officers. But for the central administrators offices preferred types delegation and independence. Dealing with decentralization bases the two groups agreed upon jobs base and the geographical base, all the organizational function and processes were done at the central level. Both respondents refer their majority decisions to the higher chief, The functions and Processes ought to be done at the central Administration were the majority of the studied functions. The Same trend when asked about the function ought to be done at the local and regional level; all of respondent groups had a positive disposition about decentralization. Many Reasonable barriers were hinders the implementation of decentralization for both groups. The Local and regional offices specially added other barriers as Lake of communication,
Narious Levels fur order and commnnds, Type of incentives, absence of delegation, and absence of coordination.
