Impact of Ration Cards Support on the Consumption of the Egyptian Family

Abstract: It considers population growth and high prices and low annual income level of the family of the most important factors that affect the food support and health status of members of the Egyptian family, reaching poor 21.6 percent in 2008/2009 and increased this ratio to reach 25.2% in 2010/2011 and increased to reach 26.3% in 2012/2013 (7) as the value of the extreme poverty line approximately 2570 pounds per person / year in the same year, and reached the value of the national poverty line of 2920 pounds per person / year in 2010/2011 and this is reflected on the role of the state in support of ration cards and the provision of basic food needs.
The study relied on published data and data stratified random sample in Cairo where the sample was 460 family size, which represents the eastern regions, west, north, south of Cairo, about 37.8%, 10.2%, 21.3% 30.7% of the total study sample.
The results showed that 17%, 37.8%, 39.3% of the study sample families praise the quality of the oil, sugar and rice before applying monetary support for cards of the ration system, while 79.6%, 43.2%, 63.3% of the study sample families praise the quality of the oil, sugar, rice after application of cash support for cards of the ration system which shows the state's interest in the quality of goods, and 17.6%, 23%, 18.5% of respondents families confirm that the price of oil, sugar and rice is high and before the application of monetary support for cards of the ration system, while 66.3 %, 30.7%, 18.3% of respondents families confirm that the price of oil, sugar and rice is high, after the application of monetary support for the ration card system which shows the rise in commodity prices, markets versus quality.
The results also show that 64.3% of the sample households tend to be full support for spending on a single commodity and due to the low quality of some other goods or high price tag system cash support for ration cards compared to the quality and price of the same commodity markets, which increases the burden on the state to provide the goods required quality and price appropriate desired by the citizen.
Chi-square test (X2) show a statistically significant difference in the abstract level (0.05) among all categories of quality and prices of goods supply (oil - sugar - rice) and the application of monetary support for the ration card system.
The Results also show significant difference statistically significant at the significance level (0.05) between the number of members of the ration card eligible for the support and the amount of monthly consumption for a family of oil and sugar, as well as purchased from the market volume and value of monthly consumption for a family of oil and sugar, as well as the value of the quantity purchased from the market before application of monetary support for the ration cards sample study system.
The results also show any significant difference in the level of significance (0.05) between the number of members of the ration card eligible for the support and the value of monthly consumption of the family and the value of goods purchased from the market before and after the application of monetary support for cards of the ration system, also it found a significant difference between the number of ration card members
After application of cash support for ration cards system show a significant difference statistically between the number of members of the ration card eligible for the support and the value of monthly consumption, the value of the bread points, total support and borne by the family as a result of the application of monetary support for the ration cards of the study sample at the moral level system (0.05).
Recommendations:
1. Tighten control over the markets and activating the role of commodity boards and the elimination of monopoly goods.
2. Increase the per capita cash support due to the valuable support commensurate with the increase in commodity prices rates.
3. Increase the strategic reserves of basic commodities from the ration to meet the sudden price fluctuations.
4. Compliance with standard specifications for quality goods ration.
5. Educate citizens on how to respond to crises.
