Assessment of New Subsidy System For Producing Bread 82% in 2015

Bread is one of the most important items of food in the Egyptian community, it is one of the components of food, Egyptian bread is made mainly from wheat, so wheat occupied the special productivity in Egypt, in terms of both, which reached about 3.378 million feddans of the winter crops area in 2013, total production of wheat reached 9.46 million tons in same year, and in foreign trade, wheat imports represent the main component of the Egyptian food gap.
The study aimed to identify the most important obstacles that faced new bread system through the examination of the current situation of the application of new system in the Ismailia and Giza governorates, also study some economic and technical indicators for bakeries, as well as study the problems faced by producers and consumers of subsidized bread in sample study as well as bakery owners and study the baladi bread production costs and net return in Ismailia and Giza governorates.
The study depends on the primary data, which was collected from Ismailia and Giza governorates questionnaire.
The study showed the evolution of the total values of Supply Commodities and bread during the period (2001/2002 to 2013/2014), where as the total subsidized was LE 5.8 billion in 2001/2002, LE 4.4 billion for food distributed as LE 2.5 billion for ration cards and LE 1.9 billion for bread, which represent about 43 %, 32.8% respectively of the total subsidy of food. The total subsidy increased to LE 160.1 billion, LE 32.8 Billion for food distributed as LE 11.5 billion for ration cards and LE 21.3 billion for bread which represent about 7.2% and 13.3% respectively of the total subsidy for the Year (2013/2014).
The results showed that the manufacturing costs (production costs of sack weighing 50 kg) was LE 203 and LE 210.7) and the cost of bread producing was (LE 0.325 and LE 0.337) respectively in Ismailia and Giza governorates in 2015.
The results from Ismailia governorate questionnaire (900) peoples showed that, 100% from sample said the new system led to the disappearance of queues, improving the treatment of citizens and improving loaf of bread. For the point of view of the bakery owners (200 owners) result showed 100% are happy with the new system and led to improve production, increasing the flour quotas and increase the number of working hours. On the other hand 100% from the sample said there are no problems to obtaining the bread.
The results from Giza governorate questionnaire (100) citizens showed that 90% of sample said the new system led to the disappearance of queues, 100% said improving the treatment of citizens and 93% said improving loaf of bread. For the point of view of the bakery owners (100 owners) that the 70% are happy with the new system, 100% said the new system has led to improved production, and increase flour quotas and increasing the working hours.
The results showed that the average of saved bread in Ismailia and Giza governorates was 40 loaves in countryside, which represented about 26.7%, and 60 loaves in urban, which represented about 40% of the eligible citizen with 150 loaves of bread a month



Recommendations
1- Tightening control on the offices of the Add live births in governorates.
2. The companies responsible for the smart cards system should import good quality machines to avoid disruption of the system.
3- The unification of the transaction for taxes and insurance between the Bakeries
4- Establishment of a new bakery in the village under the military monitoring.
5- The principle of reward and punishment.
6- Reconsider of the actual cost for Sacks of flour from time to time, to face the rise in prices of oil , gasoline , electricity ,and water etc.
