Despite what caused the new bread system carried out by the Ministry of Supply of providing large amounts of accurate system, but there are still shortcomings to waste significant quantities of flour and resources spent on the system by all edges limiting their economic return.
- Search results have shown that the average per capita municipal subsidized bread before the application of the system amounted to about 4.7 loaf / day, while the average per capita fell after the application of the system to about 2.47 loaf / day, meaning that savings achieved as a result of the application of baking system in the study sample was about 2.23 loaf per person/day.
- The results of economic and technical efficiency indicators as to suggest that the net return of the one mobile manufacturing reached about 91.40 pounds / mobile Bmkhabz study sample. While total benefits to cost ratio of about 1.26 times, as the operating rate of about 0.79%.
- Results of the field study also indicated that the most important problems facing the Almkhaaz owners within the system is the large number of crashes machines at a rate of about 100% of the total views of the respondents, followed by higher electricity and fuel value by about 88.89% of the total, and then drop the exact quality of the outgoing of the mill at a rate of about 38.89% of the total number of respondents. As it is evident from the study that the positive system aspects represented in abundance bread and create a kind of competition between the bakeries to produce a good product, followed by the rationalization of the citizens of consumption in return for free items, benefit some individuals proportion of the support that they do not get it at a rate of about 100% , 86.67%, 33.33% of the total respondents, respectively. As represented aspects and the negative effects in the absence of a court database to prevent duplication and theft, and problems related to the company in charge of the issuance and renewal of smart cards, and the lack of effective control as a result of the absence of laws system control at a rate of about 100% for each of them separately of the total views, while the proportion dropped manipulators ration from the grocery store owners in the balance of the bread points for the self-employed rose by about 33.33% of the total respondents.
Based on these results, the study recommends the following:
create an integrated database for individuals holding a ration cards to prevent duplication and to tighten and adjust the system, and the assignment of issuance and renewal of smart cards to government authority, the development of laws that govern and criminalize the manipulation of the system to ensure its work efficiently, and reduce the exact wave base, tighten control of devices concerned to flour mills to follow quality, and bakeries in value-oriented support them.
