An Analytical Economic Study of The Impacts of Government Intervention in The Production and Pricing of The Important Grains Produced at Kafr El –Sheikh Governorate, Egypt

The Objective of the study is to analyze the Impacts of Government Intervention in the Production and Pricing of wheat, lentils, rice and corn in EGYPT as a whole and Kafr El –Sheikh in particular. This Objective is achieved through studying the relative changes in Production and costs combined with changes in the gross and net incomes of these crops from (1974-1984) and comparing the estimated economic prices of these crops with both the free and cooperative prices.
The study is composed of seven chapters. The first deals with the problem setting. The second discusses the theoretical and analytical frameworks (literature review, methodology, sources of data, the population and sample of the study). The third chapter discusses the economics of producing these crops. The fourth chapter contains the economic analysis of the items of Production costs of the above mentioned grains at Kafr El –Sheikh Governorate for the period (1970-1984). The fifth chapter deals with the net income per acre of these grains according to the acquisition policy of agricultural land. The sixth chapter deals with determining the economic prices per unit Produced and economic size of the farm. This determination is achieved through the estimation of the cost functions of the crops included in the study at Kafr El –Sheikh Governorate. The seventh and last chapter contains a comparison between the current cooperative prices and free prices on one side and the economic prices on the other side of the crops understudy.
This comparison led to following economic recommendations:
1- The Government should reconsider its current pricing policy of these four grains through increasing their cooperative prices by 23% per ardab of wheat, 34% per ton of rice and 21% per ardab of corn to match up with their economic prices.
2- The Government should continue the process of increasing the prices of these crops every year to keep up with their corresponding cost of Production these increases are suggested to be 37.7%, 37.8%, 38.3% and 36.6% for wheat, rice, corn, lentils respectively.
3- The Government can play a role in reducing Production costs of these crops.
4- The Government should lower the free price of rice through lowering its Production quota to increase its supply, this free price for rice is found to be higher than its economic price by a percentage of 43 to 60.
